For the Cookie Dough
- 2 1/2 cups all-purpose flour
- 1 teaspoon baking powder
- 1/2 teaspoon baking soda

- 3/4 cup unsalted butter softened
- 1 cup granulated sugar
- 1/4 cup packed light brown sugar
- 1 large egg at room temperature
- 1 large egg yolk at room temperature
- 1 1/2 teaspoons cotton candy flavoring or baking emulsion
- 1 teaspoon vanilla extract
- 1 tablespoon milk
- 3/4 cup white chocolate chips

Step 1: Prepare the baking sheets and dry ingredients
Line two large baking sheets with parchment paper or silicone baking mats.
In a medium bowl, whisk together the flour, baking powder, baking soda, and salt. Set the dry mixture aside.
Preparing the pans and flour mixture first makes the dough easier to assemble once the butter and sugar are mixed.
Step 2: Cream the butter and sugars
Place the softened butter, granulated sugar, and brown sugar in a large mixing bowl.
Beat with an electric mixer on medium speed for 2 to 3 minutes, until the mixture looks pale, smooth, and slightly fluffy.
Add the egg, egg yolk, cotton candy flavoring, vanilla extract, and milk. Mix until evenly combined, scraping down the sides of the bowl as needed.
Step 3: Finish the dough
Add the dry ingredients to the butter mixture in two or three additions.
Mix on low speed after each addition, stopping as soon as no visible streaks of flour remain.
Fold in the white chocolate chips with a rubber spatula. Avoid mixing the dough for too long because overmixing can make the cookies firm.
Step 4: Color and chill the dough
Divide the cookie dough evenly between two small bowls.
Add a small amount of pink gel food coloring to one bowl and blue gel food coloring to the other. Stir each portion gently until the color is evenly distributed.
Cover the bowls and refrigerate the dough for 30 minutes. Chilling makes the dough easier to handle and helps limit spreading.
Step 5: Shape the cookies
Preheat the oven to 350°F.
Scoop about 1 tablespoon of pink dough and 1 tablespoon of blue dough. Press the two portions together, then gently roll them into one ball.
Do not knead or mix the colors completely. A few gentle turns are enough to create a swirled appearance.
Place the dough balls about 2 inches apart on the prepared baking sheets. Add sprinkles or sanding sugar to the tops if desired.
Step 6: Bake the cookies
Bake one sheet at a time for 9 to 11 minutes.
The edges should look set, while the centers should still appear soft and slightly underdone. The cookies will continue to firm as they cool.
If desired, press a few extra white chocolate chips into the tops immediately after removing the cookies from the oven.
Step 7: Cool and decorate
Let the cookies cool on the baking sheet for 5 minutes.
Transfer them carefully to a wire rack and allow them to cool completely.
Add small wisps of fresh cotton candy only shortly before serving. Cotton candy absorbs moisture quickly, so it should not be added during baking or long-term storage.
